Project No. 1.1.1.1/1/24/I/001 “More Effective and Smarter Implementation and Management of Latvia’s Science Policy”

Since 1 December 2023, the Ministry of Education and Science has been implementing the project “More Effective and Smarter Implementation and Management of Latvia’s Science Policy”.

Measure 1.1.1.1. “Implementation, Management and Capacity Building of Science Policy” under Specific Support Objective 1.1.1. “Strengthening Research and Innovation Capacity and Introducing Advanced Technologies in the Overall R&I System”.

Project objective:

To strengthen the governance and analytical capacity of research and development (hereinafter – R&D) in order to ensure the management and effective implementation monitoring of the Smart Specialisation Strategy (hereinafter – RIS3), including strengthening the regional dimension, international cooperation and representation, as well as strategic communication, including with stakeholders and the wider public.

Planned activities within the project:

  • Latvia’s participation in the European Research Area (hereinafter – ERA), including ERA working groups and priorities in line with its policy agenda;
  • Development of an ERA monitoring report;
  • Contribution to the development and implementation of the European Union’s (hereinafter – EU) new ERA policy agenda;
  • Strengthening Latvia’s R&D interests’ representation in the EU Framework Programme for Research and Innovation Horizon Europe, the forthcoming EU Framework Programme 10, and other international programmes and partnerships;
  • In-depth analysis of Latvia’s RIS3 and its defined areas of specialisation in science and research, including preparation of the section on science and research for the RIS3 monitoring report, taking into account the division of responsibilities in drafting Latvia’s RIS3 monitoring report between the Ministry of Education and Science as the line ministry and the Ministry of Economics;
  • Implementation of Latvia’s strategic science communication, including strengthening cooperation with the diaspora and ensuring the organisation of the World Latvian Scientists’ Congress;
  • Provision of international evaluation of scientific institutions;
  • Provision of international scientific quality assessment for projects under the EU Cohesion Policy Programme 2021–2027;
  • Strengthening the capacity of project management and implementation staff;
  • Provision of project management and implementation;
  • Implementation of communication and visual identity requirements related to the project.

Planned results:

  • Preparation of Latvia’s participation monitoring report, including ERA dimensions relevant to Latvia’s research area;
  • Ensured representation of Latvia’s R&D interests;
  • Establishment of an inter-institutional working group for targeted cooperation and coordination at the national level to expand international collaboration;
  • Ensured in-depth analysis of RIS3 and its defined areas of specialisation;
  • Development and expanded functionality of Latvia’s science and space sector portal;
  • Strengthened cooperation with the diaspora, including the establishment of a diaspora scientists’ database;
  • Ensured organisation of the World Congress of Latvian Scientists “Research Latvia” in 2028;
  • Provision of unified international scientific expertise for at least four investment programmes.

Total costs: EUR 12,127,868 (ERDF funding – EUR 10,308,687 and state budget co-financing – EUR 1,819,181).
