Youth work in municipalities is governed by the Youth Law and the Local Government Law, which defines it as an autonomous function of local governments. Municipalities have the freedom to choose appropriate methods to ensure the inclusion and equal opportunities for all young people.

The main forms of youth work include youth centers, projects, and organizations, as well as various methods like street-based, mobile, digital, and informal group activities, and youth camps and movements. The key components for implementing this work are: a responsible institution, staff, funding, and mechanisms to ensure youth participation in decision-making and cooperation among all involved parties.
